President Kennedy plans to use executive reorganization powers to create a new urban affairs department with a African American as its head after the House Rules Committee blocked the measure. He will submit the proposal as a reorganization plan, setting up a 1964 election issue.

Four year old Bobby Preusser, dressed as a cowboy, used a first real pistol to shoot store owner Ruth Wicker in El Paso. Wicker died at a hospital after the shooting aided by Bobby's mother Mrs. R W Preusser and police.

The hemispheric foreign ministers' meeting struggles to agree on a unified response to Castro's spread of communism in Latin America. Differences highlight slim chances of a unanimous condemnation as Brazil leads a push, with Cuba referenced on page 2.

In Clarendon Jan 24 old bail bondsman Erlandson testifies about deposits of about 22000 made in Amarillo in 1959 the case linking the money to Mrs Robberson life savings. The civil action is led by Mrs Robberson who seeks her 844000 safety deposit box contents and a 4000 diamond ring.
