Mesa Petroleum of Amarillo and Hugoton Production of Kansas reach an in principle merger. Value of combined stock estimated at 166 million based on Wednesday prices. Mesa to survive. Hugoton stock exchanged for Mesa preferred shares with 2.20 annual dividend and 1,875 conversion shares. Headquartered in Amarillo. merger proposed first in 1968.
Nine senators including Hatfield Goldwater Dole and McGovern back a plan to end conscription six months after passage and move to a paid all volunteer force Civilian replacements would reduce active ranks while registration remains and emergency reauthorization could be sought. The bill would raise enlisted pay by 100 a month costing about 3.7 billion annually.
Gov Preston Smith to be sworn in at noon in Austin as Martin Dies Jr is named secretary of state. Dies, 47, a former Texas senator from Lufkin, was unanimously approved by 27 senators. Both houses adjourned after inviting Smith to speak.

In heavy rains across California a bulldozer rescue went wrong as six boys and four men swept away in Sespe Creek within Los Padres National Forest. Survivors recount the group huddled on the machine while floodwaters rose and officials feared more deaths.
