Two 20-year-olds in Silverton uncover a nine foot tall wooden guillotine in a yard. The device, built with pegs and leather straps, lacks a stock and is described as a deterrent for burglars. The find stirs curiosity about the French Revolution era.
Dr. Luther L. Terry of Rockville Maryland was named surgeon general as President-elect Kennedy fills four key health posts. Terry will head the U S Public Health Service and is currently assistant director of the National Heart Institute and a Johns Hopkins University medical school faculty member. Former Rep James M Quigley was named assistant secretary for health.
President Eisenhower will send Congress a farewell budget predicting a about 1.4 billion surplus for the coming fiscal year. Spending is set at 80.9 billion with revenues of 82.3 billion. Democrats expect JFK to revise the plan after entering the White House next Friday.
Air Force radar tower with 27 aboard vanished in a fierce Atlantic gale about 85 miles southeast of New York. Coast Guard units battled the storm to reach the scene as 12 Air Force and 15 civilian crew members were unaccounted for. Otis Air Force Base reported the May Day distress at 7:25 p.m.

The Civil Rights Commission urged Congress or the executive branch to cut federal funds to racially segregated colleges and publicly supported universities. It said the federal government has indirectly funded separate Negro colleges, and that the Supreme Court prohibits federal support of unconstitutional segregation. Five of six commissioners joined the recommendation with a companion proposal to withhold funds from private institutions. The report, sent to Eisenhower Kennedy and Congress, centers on four states Alabama Georgia Mississippi and South Carolina as the hardest core of resistance.
