At a Texas peace meeting fire fighters and police officers clashed with the Texas Municipal League over pension reform and civil service statutes. Leaders from Fort Worth Dallas Houston and other cities criticized a statewide plan to set maximum hours and overtime pay, urging action by city councils and voters rather than the state legislature. The executive board of the league planned to meet again to decide on pension funding and the sub committee’s stance.
Deputy Soviet Premier Anastas Mikoyan and Secretary of State Dulles discussed Berlin and the East West deadlock for 95 minutes at the State Department. The talks were tightly secret with Berlin a dominant topic, including disarmament and trade prospects. A second 90 minute session followed with Sen. Hubert Humphrey as Khrushchev had met in Moscow last month. The tone was described as friendly and frank.

Judge Gene Jordan ordered transfer to the 12th District Court in Travis County for the suit by Physicians Life and Accident policyholders seeking to delay the sale of Estate Life Insurance Co property in South Amarillo. The transfer follows the insurer liquidator C. H. Langdeau winning permission to sell the estate land.
Bearded recluse Robert M. Tilden, 77, was found dead Sunday afternoon in a one room unheated Amarillo shack behind 101 Parker. He had about 300 dollars in Amarillo bank deposits and an association with First State and Amarillo National banks. The case ties to a separate legal action where Virgil Johnson and Floyd W. Little appealed to delay sale of Estate Life lands, arguing liquidators should first use assets for creditors.
AUSTIN AP W. W. Jackson of San Antonio becomes chairman of the Board of Education by acclamation to succeed Tomas Ramey of Tyler. Cecil Morgan of Fort Worth is elected vice chairman and Mrs. Joe Wessendorff of Richmond secretary. New members include Horace Jackson former Gatesville mayor and Herbert Willborn of Amarillo. Willborn replaces A R Bivins who died and serves as trustee of Amarillo School District and Amarillo College.
Fort Worth AP reports the Commissioners Court voted to ask Gov Daniel to appoint John Biggs of Vernon as the next member of the State Highway Commission. He would succeed Chairman Marshall Formby who retires February 15. Biggs is son in law of E Paul Waggoner of Fort Worth and Vernon.

In Liberal Kansas two ham operators, Murvaughn and John Reed, say they taped a Sunday broadcast from a Russian Mechta rocket. The 32 foot antenna captured 12 10 to 12 45 p m signals with a 60 second clear voice in Russian. Local newsmen sought a translator after Pete Purer, from Kiev, identified the language and noted the words New York Paris and London.
In Bridgetown Barbados three men and a woman were rescued after a 24 day transatlantic balloon voyage ended in the Small World gondola lifeboat sinking. Capt Costa Breachwaite and his son towed the airship survivors to a Barbados hotel for recovery and fresh supplies.
Charles Edward Poston Jr. 24 of 615 FE Kingsmill died when the tailgate of a city garbage truck crushed his head and shoulders. No witnesses. likely he slipped while loading trash. Poston worked for the city since November. Survived by wife Terry, parents, two sisters, and a brother in the Army. Body at Duenkel Carmichael Funeral Home.
