In Austin lawmakers debated bills to require jury decisions on mental retardation in capital cases and to set thresholds for death eligibility. The Hinojosa measure would mandate jury consideration of retardation during sentencing with exams ordered 30 days before trial, while Gallego urged objective standards. A life without parole option was also discussed, replacing the current death or life with parole structure.
