President-elect Carter announced three new appointees Joseph Califano as Secretary of Health Education and Welfare Theodore Sorensen as CIA director and James Schlesinger Jr. to coordinate energy programs Sorensen pledged to curb assassinations domestic spying and coups while pursuing greater CIA budget transparency and Justice prosecutions. Mondale emphasized his key advisory role and Carter sought congressional authorization for a Department of Energy.

The Army chose Sikorsky Aircraft Division of Stratford Connecticut over Boeing Vertol for a 1104 unit Utility Tactical Transport Aircraft System contract worth 3.4 billion dollars over eight years. DETROIT AP Domestic new car sales rose sharply in mid December as dealers moved autos from showrooms. For Dec 11 20 four U S makers sold 223 556 cars in eight days at a 27 945 daily rate up 33 percent from a year earlier. GM led with a 41 percent gain Chrysler 36 Ford 20 and AMC down 8. Analysts said 1977 may be better than thought though a trend is not yet established. The 20 day rate neared 9.5 million annually.
