The War Department records presented to a Senate investigation deny charges of mass hangings without trial. Kansas City Packing Plant Damaged by Flames

Fire of unknown origin broke out in the Fowler Packing Plant in Kansas City Kansas tonight causing damage estimated in the thousands. The blaze started in the shipping department and spread rapidly. Two fire alarms were sent in before the fire was brought under control.

Secret Pacts on China Banned by Conference Rule

Washington December 8. The Far Eastern committee at the Washington conference adopted a compromise resolution barring any treaties or understandings among powers that would impair the Root resolutions on China. It seeks not to enter agreements infringing those principles, and aligns with objections from Japanese delegates and Sir Auckland Geddes. Blind may go to school at homes

Free correspondence courses for the blind to give the equivalent of a college education will be offered as a philanthropic effort among Chicago suburbs north of the lake. The program is led by William A. Hadley, who became blind six years ago after influenza and has run the school for six months with sixty pupils, two of whom are in China.

Reports that oil flowed over the Gulf No 1 derrick in Carson County were widely dismissed by local oil men. Panhandle residents and scouts found no verified signs of oil flow, though drilling had resumed after prior tool losses and a casing set.
