W S Eakens of 1019 W 9th was jailed by police Friday for barricading a city alley with three railroad cross ties in the 2600 block between North and Rule. He is to appear in Corporation Court Monday. City workers removed the posts after the arrest. Neighbors complained of the obstruction and tension near the fence blocking Bonham Street.
