AUSTIN AP The first special session of the 61st Legislature ended with no 1970-71 spending bill or new taxes as the fiscal year closes in five days. Gov. Preston Smith called another special session on taxing and spending for 11 a.m. today. The Senate adjourned at 11:30 p.m. and the House soon after. A late bid to resolve tax deadlock failed as Lt. Gov. Barnes and senators left Speaker Mutscher’s office undecided on beer and whisky taxes. The Senate then rejected a House skeleton spending bill 29-1, 126-22 in the House, slashing prior appropriations by 21 percent to cover state operations next two years.
