The Selective Service abolishes unlimited service 1-B for men with minor defects and shifts most to 1-A or 4-F. Reclassification begins Sept 1 with monthly limits, and local boards reexamine for new or changed factors such as dependency or occupation. Conscientious objectors may also shift to 1-A-O or 4-E as fit.
The Navy reports an American submarine sank a Japanese cruiser or destroyer in the Western Aleutian area. Weather prevented exact ship type identification, and the action raises confirmed enemy ships damaged or destroyed in the Aleutians to 23.
Acting British consul Major Leslie B. Dutton spoke with Rex Baxter in Amarillo about England’s total war effort. He described 100 percent mobilization, rationing, and a unity that followed Dunkirk, plus labor concessions and taxation to fund war.

The Texas Railroad Commission set September oil production schedules totaling 1,384,363 barrels daily, near the OPS recommended 1,397,800. Allied planes attacked Japanese warships in the Northern Solomons as the Australian cruiser Canberra was officially reported sunk in the early stages of the Southern Solomons invasion. One hundred ten wounded and seventy-four missing or dead were tallied as observers noted a prolonged struggle to dislodge fortified Japanese positions amid limited official detail.
