Congress Divided On Foreign Aid Hill
Washington AP delegates report the Senate passed a foreign aid bill with long range lending and Treasury borrowing powers, while the House stripped them out. Kennedy seeks these powers for his overseas development program as House-Senate conference begins. The House favors a one year, $1.2 billion program without borrowing. Senate totals reach about $4.08 billion with up to $1.7 billion borrowing annually for four years. Vote tallies show party lines and shifts as the bill moved through debate and amendments. An Alaska senator’s cap on interest was approved after a failed substitute.
