Texas senators tentatively approved a 3 to 3.25 percent sales tax increase as part of a 359 million tax package to fund the 1970-71 state budget. The bill, including beer and liquor sales under the tax and a 50 cent franchise tax hike, heads to the House with a final vote expected today, amid debate over consumer burden and business taxes.
Hong Kong report says hundreds of Soviet and Red Chinese troops clashed on the Sino Soviet border near Sinkiang Kazakh border. Both governments exchanged notes accusing the other of aggression and warning of serious consequences as the standoff continued.
The Soviet Union accused Chinese troops of infiltrating six miles into Kazakh territory in the Dzungarian Basin near Lop Nor, opening fire on frontier guards and attempting to reinforce. Tass said two Chinese officers were captured as Moscow cited planned provocation on August 12. The clash adds to a months-long border series across the 4500 mile frontier.
