The Canadian River Municipal Water Authority moved to the determination stage and unanimously approved a proposed water pricing formula for the reservoir. Directors pledged 11 cities to pay the authority and the authority to repay a 50 year, 100 million dollar federal loan, with voters to decide terms in fall elections. Attorneys from the authority and Bureau of Reclamation refined the contracts, noting no city tax obligation and that loan repayment begins only after project completion, estimated seven years. Aqueduct cost concerns loom as engineers warn costs may exceed the 1958 estimate, potentially raising city costs per thousand gallons.
In the National League Cincinnati defeated San Francisco 4 to 3 while Milwaukee beat Los Angeles 7 to 6. American League Chicago outscored New York 9 to 1 and Washington topped Kansas City 10 to 7 in games scheduled.
Scattered showers moved through the North Plains and Oklahoma Panhandle Monday night, reaching Amarillo with light hail and 30 to 35 mph winds. Soviet Deputy Foreign Minister Vasily Kuznetsov submitted a resolution granting Dag Hammarskjold authority to take decisive measures, while Hammarskjold warned Congo tensions could trigger a world war. The United States backed the withdrawal of Belgian troops, urging action under Secretary General guidance.
Washington reports Republicans plan to force a rapid test vote in the Senate on civil rights, bypassing committee, aiming to dramatize Northern versus Southern Democratic splits. Leader Dirksen says he expects to offer the bill Tuesday or the next day, with motions to bar referrals to the Judiciary Committee.
President Eisenhower urged Congress to act on a 21 item program including foreign aid, civil rights, a farm bill, and medical support for the aged. A Washburn woman, Barbara Buckler, 22, was killed and Leonard Cooper, 46, of 829 Highland, was seriously injured in a two car crash on U.S. Highway 287 at Pullman Switch five miles east of Amarillo. Buckler’s 2 year old son Michael survived uninjured. Cooper, driving a 1950 model car, was eastbound and collided head on with Buckler’s 1955 convertible. Buckler died at Northwest Texas Hospital after being rescued. Cooper suffered a fractured hip and shoulder injuries with possible internal injuries and was listed in serious condition.

Randall County Commissioners discussed bond election petitions with bond company representatives but deferred action until signed petitions to finance a South Amarillo Highway loop and a Washington Street overpass are presented. Petitions were shown unsigned. officials approved the form and expect owners to circulate them soon.
The Amarillo area logged 201 sunny days out of 221 in 1960 with readings at 3 PM showing wind and visibility. Wayland Angel, county judge, stated signed petitions could trigger a special commissioners meeting to consider calling a bond election, with H. L. Shaffer noted as bond official.
