Words No Longer Enough Ford urges action on arms cuts

President Ford urged world leaders at a European security conference to cut arms and curb nuclear spread or risk public anger. He signed a nonbinding declaration with 34 nations, stressing deeds over words and warning against empty promises. Parolee Held in Nurse Death Faces Multiple Charges

San Antonio prosecutors say Donald Gene Franklin, a 23 year old former parolee, is charged with two counts of capital murder and one of aggravated rape in connection with the abduction and stabbing death of nurse Margaret Moran and the slaying of a 19 year old woman in 1974. He had been on parole after a four year sentence for rape and completed parole May 1. White notes parole system failures and warns if calendar time had been served two women might be alive.

Busing Ordered Across Districts

A federal judge in Indianapolis ordered the Indianapolis Public School Corp to transfer 6,500 black pupils to eight outlying districts this year to desegregate. By Oct 15, a plan of alternatives must be presented for final desegregation, targeting about 15 percent black enrollment per recipient district.

Suspect Known as Model Prisoner in Nurse Slaying

SAN ANTONIO former parolee Donald Gene Franklin 23 is charged with capital murder in the stabbing death of nurse Peggy Moran 28 after she was found nude in a ravine near the veterans hospital. Moran died of irreversible shock and general debility after suffering 10 stab wounds. Police say Franklin is in solitary confinement at Bexar County jail amid fears of further violence. Funeral services for Moran will be held today with honorary pallbearers. The body will be sent to Augusta Kentucky for burial.
