Austin seeks to top the agenda with an American condemnatory measure on North Korea, arguing China and Korea must not be linked. Malik accuses Truman of linking China to Korea over Formosa and urges prompt UN action to end aggression.
President Truman urged Congress to authorize four billion dollars to arm anti Communist allies. He outlined regional needs totaling three point five billion for the North Atlantic and additional sums for Greece Turkey Iran and Asia, saying stronger allied arms are essential to deter future peace threats. Senate committee chair Tydings pressed for a larger sum, while an existing one point two two billion arms program remains authorized. The move follows the Korea conflict challenging UN authority and world peace.
Senate Finance Committee weighs President Truman plans for a five billion dollar excess profits tax with Oct 1 effective date. Byrd backs the proposal in principle and calls for five billion in non-defense spending cuts to offset defense costs. House members urge a broader excess profits tax on corporations and further spending trims.

Boston woman Marion L. Richards died at 68 leaving in Suffolk probate court a $5 000 bequest “solely for research and treatment of the illnesses of parrots.” The will cites a parrot death from paint fumes. A relative said she kept a pet parrot. Senator Morse urged a loan to Spain, calling it a bribe to Franco amid Cold War context.
Washington August 1 Standby powers for President Truman to invoke price and wage controls and rationing appear nearly certain after two developments. The House Republican policy committee endorsed such authority and the President signaled approval if added powers do not delay the broader allocation and credit controls he seeks.
Secretary of the Interior Chapman urged Congress to authorize an 85 million dollar Canadian River water project for West Texas cities. The plan calls for a 27 million dollar dam and a 54 million dollar reservoir about 45 miles northeast of Amarillo to serve Amarillo Pampa Borger Plainview Lubbock Tahoka ODonnell Lamesa Slaton Levelland and Littlefield. Approval depended on Budget Bureau amendments requiring a 50 year full cost repayment plus interest.
Militant Socialist leaders called off anti Leopold strikes in Brussels as King Leopold III agreed to transfer regal powers to Crown Prince Baudouin. About 500,000 workers, roughly a quarter of Belgium’s labor force, were on strike before returning to work with the promised transition date set for Sept 7 1951.

An AWOL soldier Frank Maklary and his wife Joann were arrested by Oklahoma Highway Patrol after eluding roadblocks while fleeing toward Edmond. The pair, from Alamogordo New Mexico, faced kidnapping and AWOL charges. the woman was pregnant and seeking help from an Amarillo cafe waitress.
Washington August 1 Maj Gen K L Berry Adjutant General of Texas said there are no plans for calling the Texas 36th Infantry or 49th Armored National Guard divisions into active service in the immediate future. He met with National Guard officials and did not learn when either division would be called.
