FPC proposes rules to spur gas exploration and price hikes

In Dallas the West Texas State University board appointed Dr. David L. Wheeler as dean of the graduate school replacing retiring Dr. J B Roberts. The regents also approved bond sales totaling 2.64 million dollars as part of a 58 million statewide issue to finance campus buildings and equipment. Wheeler, 38, from Saginaw Michigan, has worked at Illinois State University since 1961 and will earn 25 000 dollars yearly. The board also listed faculty changes and a salary schedule pending appropriations and hired Dr Albert Mitchell as professor of accounting.
