A Texas House committee approved a bill that would authorize federal financing for the Canadian River dam if private funds fall short. Rep. Bill Andis of Amarillo presented the measure amid no opposition.
The House Committee on Conservation and Reclamation had no comment on the bill. In contrast the Senate Committee on Water Rights approved it by one vote. Sen Grady Hazlewood of Amarillo seeks recognition to bring the measure to debate in the Senate.
Bryce Huguenin said the Canadian River Municipal Water Authority seeks to loosen title requirements by allowing federal financing while keeping control over water use if payments are current. The measure aims to create bidding competition and possibly secure federal aid if private funds fall short. Amarillo directors S B Whittenburg and Lawrence Hagg attended with A A Meredith of Borger.
Army Chief Gen. Matthew Ridgway told a Senate panel the Army cuts were civilian decisions not approved by the Joint Chiefs of Staff. He noted the Army could have held at 1.3 million but the final figures reduced manpower to about 1.27 million with further cuts planned to 1.627 million by mid 1956.
Observers at the weather bureau predict a high near 62 degrees on the Golden Spread after a 36 degree low last night. Skies cleared over the High Plains pulling the overnight drop, with a 40 degree low on Tuesday night and a trace of moisture at 5:30 a.m. yesterday not reaching Amarillo. Radar showed showers 10 miles southeast of the city, light hail fell at the Air Terminal, and showers were reported at Childress Shamrock with white ground at Washburn.
The Amarillo College uranium prospecting course drew 46 new students to reach 238 enrolled for the program nicknamed Uranium University. Next Friday April 15 the session moves from Wednesday and guest speaker James Ellison of the Atomic Energy Commission will lead the class.
The United States Navy plans a three year expedition to the South Polar regions with five ships carrying 1,393 officers and men, commanded by Rear Adm. Richard E. Byrd. The fleet sails from Nov. 1 to Little America, followed by seven aircraft next year from Wellington, New Zealand to snow fields to establish observation stations manned by Americans.

Four armed bandits, trained for six months, robbed a Chase Manhattan branch in Queens in a meticulous plan. They gained entry with a kidnapped teller and looted nearly $300,000 from a vault without firing a shot. An FBI and police dragnet pursued the thieves but failed to stop them.
