Murat Halstead editor of The Cincinnati Commercial Gazette testified before the ballot-box investigation committee detailing his connection with the forged paper. He described obtaining it from Governor Foraker on a train with Wood, and said the paper came out of John McLean's safe. He suggested Wood and Campbell knew of the matter, defended publication timing, and noted the Cox name and Foraker’s pardon-like handling influenced the decision.
