West Texas land bills introduced in Texas House
Austin January 24 Representative W E Jones of Jourdanton authored two West Texas land bills. One would recognize the state debt to landowners per a Texas Supreme Court decision, with the state entitled to half the bonus and rentals from oil and gas. The other bill proposes selling mineral rights to landowners, with the state receiving a stated royalty and payment terms. A third measure to create a three member Natural Resource Commission to take over oil and gas regulation from the Railroad Commission passed the House in a committee. The administration bill, likely backed by Governor Miriam A Ferguson and James E Ferguson, was presented as a reform plan.

Plan to drastically curtail work offered by Texas teachers colleges
The State Board of Retention released a biennial report proposing economy and efficiency moves. It advocates turning most state colleges into junior colleges, possibly abolishing some, consolidating Denton institutions into a single settler college, and retaining Texas Tech as senior while trimming its engineering and architecture. It also suggests continuing UT and A&M as senior schools, questions two nearby offerings in San Marcos and Austin, and weighs the mine college at Paso. The board calls for reforms in elementary and high school funding to reduce local units and balance the 1993 budget, warning of a large general-revenue shortfall.

Abolition of Texas Higher Learning Would Save Little Tax
An old report argues abolishing Texas higher education would save only about 44 and a half cents per year for the average taxpayer. It cites state revenue figures from 1930 to 1933 and claims a 20 to 23 percent tax reduction would further cut totals, concluding that education funding is a major burden and needs scrutiny.
