A playful note on February a leap year with 29 days and five Fridays prompts reflections on overlapping National Weeks and the public thirst for gripe licenses. The column jokes about politics, weather, and curious anecdotes from the editor and readers, while recalling a drill into civic duties and a National Weeks overrun. A George Dixon column excerpt reports a Reconstruction Finance Corporation loan mystery tied to Nebraska officials and a convict seeking funds for forgery, hinting at neutral intermediaries and a prison release inquiry.
