A city guide advocates addressing Alpine's water supply, sewer mains, garbage disposal, and paved streets. It argues the city has ample water now but will need 1,000 more gallons per minute within ten years, and urges modernizing systems to avoid higher future costs.
A translated dialogue shows a little old lady warning scientists about rain and their reply denying it. They sleep outside, claim their instruments prove no rain, and the lady permits them to sleep in the yard while they mock her. Eventually it rains and they must seek shelter.

Pancho competes in the 16 19 year events and Manuel enters the flag race barrel race and pole bending.
