The Senate foreign relations committee endorses a Davis drawn resolution declaring the Monroe doctrine vital to U S welfare and asserting the United States as sole arbitrator in American boundary disputes. It warns foreign acquisitions by purchase or force on the continent will not be permitted and contemplates arbitration or purchase only with U S sanction.

In Ohio, J B Foraker leads in the Senate with 20 votes for US senator and Republicans hold 40 seats as Democrats split in the house with Foraker facing mixed support amid absent Senator Porter.

J P Morgan & Co sends circulars to members freeing them from pro rata gold commitments up to 100 million and 4 percent government bonds for payment. Circular argues syndicate formed and now dissolved with confidence in success. Other items note minor court verdicts and payroll figures.
A London cable reports Sir Hercules Robinson says evidence from Cape Town ties Cecil Rhodes and other Chartered company officials to a conspiracy to seize the Transvaal. The alleged plot would use the country’s wealth to bail the British South Africa Company. If proven, the Rhodes trial could be England’s most momentous since Hastings.
Results in the Manitoba general election show a Greenway victory with the school question as the sole issue. Cold stormy day kept many farmers from polls while towns favored government candidates. Government seats include Avondale Celoraine Morris and Norfolk. opposition wins Croillon Kildonan and Turtle Mountain. Portage la Prairie elected Hon. Robert Wilson by 11 votes. Complete returns list 29 Greenway supporters, 6 opposition, 5 independents.
The national Armenian relief committee says it will not relax fundraising. It remains authorized to raise funds and supplies for the Red Cross to distribute to Armenians starving and exposed, and may activate existing agencies or form new ones if the Red Cross is barred from entering Turkey.
