Wipes Out Special Taxes in Iowa City Case Ruling
Judge Howell in district court declares that failure to file a certificate of passage for street and sewer improvement ordinances voids tax levies on abutting properties. The decision risks hundreds of thousands in bonds and unsettles taxes tied to past improvements. City attorneys claim the filing only creates a lien from contract to completion, but the ruling nullifies the entire tax.
