The House approves the Payne tariff bill by 217 to 161 after adopting Norris Nebr one per cent ad valorem on crude oil and Fordney strike of lumber countervailing duty. Florida Democrat Clark denounces Bryan as a Populist leader. A rule limits debate and sets a 3 pm vote for April 9.
