President Taft addressed the Lakes to the Gulf Deep Waterways association in New Orleans praising river improvements. He endorsed issuing bonds for the Ohio and other inland projects, urged continued funding for Mississippi and tributaries, and warned on navigation challenges while stressing a gradual shift to river transportation.

Paris reports a rumor of the Kronprinzessin Cecilie wreck after life buoys bearing its name were found ashore near Cherbourg. Authorities note a passenger may have discarded them or a sailor could have fallen overboard. A French mail boat also sighted an overturned deck boat resembling a large vessel's vessel.
In Mora New Mexico on October 30 a desperate jail break attempt was stopped in time. Jose Requibel a murderer and Porfrero Cordova were to gain freedom as guards found two saws given to the prisoners. An outside party is being investigated for supplying the tools.
Washington, Oct. 3. In the western United States the demand for refrigerator cars exceeds supply. View President H. Rehlacks of the Denver and Rio Grande railroad told the Interstate Commerce Commission that immediate need is urgent for perishable freight, especially fruit, and warned of transport inadequacy on western roads.
Deportation proceedings begun against Lo Sun editor of the Chinese paper Liberty News on charges tied to an editorial praising an assassin of Prince Ite and urging more killings of Japanese. The piece hailed the killer as a hero and claimed he outpaced the Chinese intended to gobble up China.
King Menelik of Abyssinia fell ill with apoplexy Thursday night in Addis Ababa and his condition is described as dangerous by officials amid ongoing health concerns.
In New York on October 20 the mayoral race for Greater New York nears its end as Gaynor, Barnard, and Hearst claim large majorities. Murphy of Tammany predicts sweeping wins. Bannard forecasts Gaynor ahead by 40,000 to 60,000 and Hearst second. Hearst managers project about 270,000 votes and a 100,000 plurality.
The United States Pacific fleet under Rear Admiral Sebree enters Manila bay two days early from Honolulu voyage uneventful. Cruisers anchor off the city as Rear Admiral Harbor and Admiral Negro welcome the fleet. A city committee boards ship to outline hospitality and planned entertainments for officers and sailors. Target practice begins Friday and lasts three weeks.
A Oregon grand jury indicts Walter H. Moore president, W Cowper Morrie cashier, FE Ek Lytle Leo Friede Henry A Moore directors on six counts each for taking deposits after knowledge of insolvency. Gus Lewis linked to officials over secured notes and overdrafts totaling 165000. Indictments tie Morris and Moore to note mutilation. Disappearance of 550,000 and 65000 notes in December 1906 cited.
Grand jury findings allege Oregon Trust and Savings Bank never solvent and funds used in private enterprises of bank officials. Morris acted as treasurer for the defunct Order of Washington which flooded the bank with overdrafts. Morris and W H Moore were principal backers in projects including the board of trade building and the Pacific and Eastern railroad. Bond amounts listed: Morris 28500 Moore 33500 Fried 6000 Lytle 6900 Henry Moore 6000 Lowis bond 10000. Lowis reportedly in Denver. Lytle and Lytle out of town.
A morning fire in Portales New Mexico destroyed five business buildings including the William furniture store and Marl Landers tailor shop. Officials estimate a $12 000 loss with about one third insured and the cause is not yet known. Firefighters fought for hours but could not save the buildings. The casualty list includes the William furniture store Marl Landers tailor shop Adama and Crowtin shop Ht M Sanders saddle shop the office and residence of S J Nixon and a vacant building.
News from yesterday reports the City hotel in Nara Visa New Mexico burned in the morning. The building was among the town’s first structures and about $5,000 was lost. All occupants escaped as water pressure proved inadequate to fight the blaze.
Washington Oct 20 The resignation of George Curry of New Mexico was received by Secretary of the Interior Mal Hager to take effect the last of February. Curry cites rehabilitation of his private business affairs as the reason for leaving. Secretary Ballinger says no consideration has been given to a successor yet.
In San Francisco on October 20 A C Pillsbury set to photograph the waterfront from a tethered balloon. The bag broke loose and the balloon separated from a launch. After signaling for retrieval only part of the cable was wound, the strand snapped, Pillsbury landed safely in Newmark Alameda County, unharmed. Also Jules Tonsaint a restaurant owner was arrested for importing girls for immoral purposes and for bringing Henriette Perrin from London.
The fifth Vanderbilt cup went to Harry F. Grant in a sixty horsepower Alco after a contested finish and mixed weather conditions. Edward H. Parker in a Fiat took second, with William Knipper third in a Chalmers-Detroit, as several cars retired amid muddled timing and questionable management.
Two Chinese individuals were held awaiting the arrival of a government interpreter from El Paso. The man identified as Charlie Lee, reportedly a brother of Hop Lee the local laundryman, remained unnamed about his intent.
San Francisco Oct. 30 Teresa Fair Oelriens and Virginia Fair Van derbilt are named among others as defendants in a Bank of California suit against Fulton Tron Works stockholders. The bank seeks $97 000 alleged to be due on loans and notes, with each stockholder sued for their proportionate share. A telegram from Sierra Madre announces the death of A. Riffle, civil engineer, who prepared an expert report on the Water Supply plant for the city. Riffle’s remains will be interred at Spring Hill. Mrs. Riffle will arrive Monday with her sister Mrs. Putney to join him.
Chinese detainees Fong Sam and Fong Wing were ordered deported by United States Commissioner W B Bunker, with U S Attorney David J Leahy for the government. Ex conductor Hank D Maynard’s information led to their arrest in Dawson, as the report notes the men were later brought to Las Vegas and faced jail attempts by others.
An eight year old, Harry McDonald, stole a horse and buggy, burned a barn and animal, and attempted to burn the St. Louis county jail at Clayton. Bond was set at 700 dollars signed by his mother, who says the boy was frightened by a doctor and lacks awareness of right and wrong. he will appear in juvenile court next Friday before Judge Widerman.
Washington officials face suspension and pay cut amid administrative irregularity charges. Frank Walley Perkins, acting superintendent, and John J. Gilbert, inspector of hydrography, face actions by Acting Secretary McHarg with Nagel to decide. Perkins accused of suppressing correspondence and shielding staff. Gilbert charged with inefficiency and favoritism through report pigeonholing. Perkins left for home. Tittman unavailable for comment.
The senate committee on reclamation and irrigation gathers in Denver and plans a second half of its inspection tour beginning tomorrow night. Chairman Senator Carter says current projects need 46 to 50 million dollars and will be completed within three years. Carter opposes bonds and favors warrants drawn on the reclamation fund, repaid by land sales and water payments by settlers. The panel will visit the GannisOn tunnel project Monday and then assess projects in Utah Nevada California Arizona New Mexico and Texas.
Arthur McArthur Funston aged years died at his grandfather Otto Blankart's Oakland home from heart trouble on October 30 marking the death of General Frederick Funston's son in California.
University of Pennsylvania routed the Indians 28 to 6 at Franklin Field in a fiercely fought game marked by a rare on-field attack on an official and ejections. Miller the Penn captain starred with long end runs and two TDs while Libby connected a key pass for a late score.
In New Haven on October 30 Yale mauled Amherst 44 to 0 at Yale Field. Yale scored three touchdowns in each half and missed two kicks after touchdowns in the second period. One touchdown came from open play.
Tacety Thoussod led Chicago against Minnesota before about 20 000 fans. Minnesota led 14 0 at halftime after Captain McGovern scored and kicked three goals. In the second half Bauer scored after a forward pass from Doe, and Crawley pushed in for a touchdown with Page converting the kick. McGovern suffered a broken collar bone near the end. Notre Dame defeated Pittsburgh in Pittsburgh, headline noted.
