Southern senators refuse to adjourn until some relief is granted keeping lawmakers in Washington. The hold stalls Washington adjournment as a cotton bill becomes a flashpoint in the session.
In Washington on October 14 the Senate stalled on war revenue legislation while Senators Penrose of Pennsylvania and Lewis of Illinois debated democratic ideals and the administration. Penrose denounced war tax bills as burdensome. Lewis defended them and cueing remarks about Wilson. The finance committee trimmed the measure by dropping a proposed tax on proprietary medicines and agreed to a wine tax compromise, with further tobacco tax proposals and cotton bond plans still in play as adjournment looms.
The Day in Congress met at 11 a.m. resuming debate on the war tax bill as Democrats on the finance committee agreed to drop the levy on proprietary medicines. The foreign relations panel failed to achieve a quorum on the Nicaraguan treaty. Conference report on the Alaska coal land leasing bill was adopted. The committee estimates total revenue from wine and liquor at 57 015 000 dollars and from special taxes on bankers pawn brokers and brokers at 5 300 000. Amusements would raise 2 140 000 led by 750 000 from moving picture theaters. Tobacco and cigar taxes would net 5 318 000, stamp cases 20 990 000 with 8 000 000 from stock transfers and 1 600 000 from telegraphs. Medicinal schedule estimates 5 000 000 with cosmetics 2 000 000 and chewing gums 400 000. She says the Zulus were armed with spears bows and arrows. J N Taub a Houston banker notes Budapest streetcars run and mails delivered by women. Monsignor Cossio named secretary of the apostolic delegation in Washington was also a passenger.
Washington Oct 14. The state department warned foreign born Americans with Italian ties about potential military service when visiting Italy. It notes dual nationality can force Italian conscripts to serve, even for naturalized U.S. citizens or those born to Italian parents abroad. Efforts to secure releases have so far failed.
The Juarez headquarters report that the Mexican convention would present Antonio Villareal as provisional president candidate and seek Carranza’s resignation acceptance. Villa supporters and factions alike were said to view Villareal favorably, with signals Carranza’s resignation likely accepted.
Georgia Supreme Court denies new trial for Leo M and Frank in the Mary Phagan murder case. Court says newly discovered evidence is insufficient. Frank was superintendent of the Carnegie Pencil Factory where Phagan worked. The ruling sets the stage for impending executions.
Soldiers returning to Ostend from Ghent report Allied airmen are becoming skilled in winging aircraft. A German aviator observing the Allies near Ghent last week was brought down by field gun fire.
Morning Journal reports from London that Roye and nearby villages changed hands twelve times during three weeks of fighting. French forces captured 2,000 Germans near Roye eight miles outside the town on the last push, as German units surrendered after French artillery bombardment. Aviators and captive balloons aided battlefield observation along the Rheims Verdun line. General Louis Marcet, once at St Cyr, was killed by a shell splinter.
