Major General Leonard Wood argues against reducing garrison strength in the Philippines noting a June 30 total of 20 045 and warning that even concentrated forces could barely repel a major attack If civil government stabilizes and unrest subsides a larger artillery compliment is needed and a squadron from each cavalry regiment should be sent to the islands He calls for white troops near Moro centers and scouts at out posts while criticizing officers over fifty in peacetime and urging selective promotions and reassignments to strengthen command ranks
Premier Stolypin adopts the Octoberists as the government party and opens the door to Guehkoff in the cabinet while warning that constitutional democrats remain revolutionary. Helsingfors congress notes flaws in tactics and many ex members face prison or harsher penalties amid a surge of crime linked to the revolution.
In Columbus Ohio October 14 the Ohiy Magazine quotes Congressman Charles H Grosvenor asserting that no man elected president has a moral right to refuse an election if the people demand it. He argues the demand could extend to any circumstance and office.
The Independence League announced it would endorse the entire Democratic judiciary ticket with two exceptions. John J. Brady for supreme court justice and Francis J. Barney Parsons his wife and three children ages 11 4 and 1 are killed near Licking Missouri. John Hamilton 20 is arrested and said to confess detailing a shotgun attack clubbing Parsons and killing the mother and children. The five bodies were dumped in Big Piney Creek before fishermen found them.

Augus tine Montegro, a Mexican laborer on the Santa Fe railroad line near Rincon and Silver City, was shot dead at 3 40 am by fellow worker Anastacia Aguirre. The killer fled to the hills but is expected to be captured within twenty four hours. Three other men are under arrest in connection with the affair Marshal Wedell was near the scene and fired at the killer but was not harmed. The report notes authorities pursuing the suspect through the mountains.

Washington Oct 14 Speaker Cannon and Indiana Representative Watson met with the president for an hour to discuss the political climate and campaign for maintaining Republican control of the next House They predicted a comfortable majority but said no outcome is guaranteed and stressed continued campaigning They noted unusually strong Western crop yields and remarked many labor voters in Cannons district compare favorably to him and that he is not anxious about any single result
Nine persons are reported dead with nineteen seriously injured and many more lightly hurt after a railroad collision at Epernon in the Eure et Loire department. The crash occurred as a locomotive struck a stopped train at the station.
A steam pipe burst on the Colonia yacht owned by Frederick G Bourne as it lay at Oyster Bay Cove. Five men were badly scalded and three died at Nassau hospital Mineola. two others survived. The dead are Albert E Hip, Edward McGentry, John Southard. The Colonia, flagship of the New York Yacht Club, was one of the fleet’s finest vessels.
