Harding calls on the governor and mayors to create a national system in each community to correct economic conditions. He argues machinery should be established locally to address economic issues and implement reforms.
President Harding asks governors and mayors to create local agencies to coordinate unemployment relief. The unemployment conference will run a central agency in Washington under private and governmental cooperation with Hoover to announce plans, with Colonel Arthur Woods to be considered as head.
Tenver Colorado October 3 1926 Immigration authorities say Emilie Maresch daughter of a Vienna merchant entered the United States without a passport. Maresch says the only man she would marry is Adolph Wolff jailed in El Paso awaiting trial on similar charges. Wolff aided by a passportless border crossing attempt and a trunk shipment to Maresch triggered her deportation.
In San Francisco on Oct 3 Roscoe C Fatty Arbuckle faces a manslaughter charge in connection with Virginia Rappe s death. The case is assigned to Superior Judge Harold Louderback with arraignment set for next Wednesday. A grand jury indictment is pending and a November trial was anticipated.
Deputy District Attorney Carl Cline was fined $25 and costs by Judge Warren A Haggett after refusing to apologize to a black attorney during the Chester A. Hardy diamond theft trial. Hardy, a Negro, was accused of stealing $26 000 in diamonds from Mrs Eugene J Shove at the Denver Club on July 16 1920. Carey defended Hardy.
Washington confirms Mason M. Patrick as chief of the army air service with the rank of major general succeeding Major General Menoher. Senate approval comes on October 3.

Michigan Supreme Court upholds a lower court verdict convicting John Sydisko for illegal liquor activity. The court says a husband is master in his home and may be guilty if his wife buys a still installs it in the basement and sells liquor with his knowledge.
Dallas Oct 3 The Magnolia Petroleum Company announced price reductions effective today to 1.50 per barrel at Electra Burkburnett Henrietta Moran Ranger and Stephens County districts Strawn and Thrall wells.
The Premicg Herald pushes an editorial scandal framing Deming on election day and cites Henry Rolf Brown adjutant general of New Mexico. The Journal did not echo the Deming Headlight and printed on September 29 a statement from Brown telephoned to the Journal. The only known scandal involved a ballot printing bill by Central Printing Co. and the county commissioners meeting note was absent in the Herald.
Ten tentative jurors sit for Marian McArdle murder trial as Eva Katherine Kaber, former defendant in the case, faces a new jury. Marian shows calm resolve while Eva Kathrine collapses into hysterics as authorities seek Salvatore Cala from prison. Moses Kaber attends court alongside prosecutors.
Babe Ruth, star of the 1921 Yankees, announced plans for 1922 and said he will pursue 60 homers after belting his 59th yesterday. He noted 1921 set a new mark and he expects to reach three score next season with a strong belief he will achieve it.
An airplane fell 200 feet near Manston airbase in London on October 8. A flying officer and four mechanics were killed as strong winds drove the burning wreckage. An air force sergeant tried to rescue them with an axe but was forced back by flames.
In Lakeport California prosecutors prepare a murder case against John A. Spencer retired clergyman accused of fatally drowning his wife Imma Spencer. Forty three veniremen examined today eleven pass temporarily with defense securing six peremptory challenges.
Washington reports only modest advances in the Senate on the tax revision bill. Key amendments discuss 15 percent corporate tax and higher exemptions for heads of families, with floor amendments considered to require annual tax returns for $5,000 earners and allow debt writeoffs within the year.
An alleged plot to blow up the Des Moines residence of Agri culture H. C. Wallace under 200 dollars immunity collapsed. The would be perpetrators fled after collecting money September 23. State Agent William Griffin disclosed the case noting a threatening note on wrapping paper and that authorities suspect a crank. Several similar letters have been sent to other Des Moines residents.
New York Oct 6 The ranks of strikers along the water front were increased today as bunkermen and carpenters working on overseas trade ships walked out at several piers. They joined idle longshoremen who struck last Saturday in protest of the wage cut from 80 to 65 cents an hour accepted by the International Longshoremen's Association. Other longshoremen also struck today.
Los Angeles October 3 Application for a writ of habeas corpus was denied by the State Appellate court in the case of Xenophon Jones who was arrested in San Diego and wanted in Oklahoma to serve a murder sentence.
At Twin Falls Idaho October 3 the state opened in the Lydia Meyer Southard murder trial with Mrs Ca rie Howe boarding house keeper at Blue Lakes ranch testifying that Meyer drank poison from fly paper soaked in water. Howe described Meyer's illness and the defendant’s remark she would call a doctor then sought not to talk. She said two packages of fly paper were found later in a drawer. The defendant allegedly told Howe she did not love her husband as a wife should. The cross examination did not undermine her story.
Retired Santa Rosa California minister John A. Spencer was arrested in San Jose on August 20 1921 on a complaint filed in Lakeport charging him with the murder of his wife Emma Theresa Mrs Spencer. A coroner's jury verdict is mentioned in the record.
