Rumors from Tokio and Shanghai claim Japan and Russia meet in Korean straits with all fleets ready. Reports mention Chinese cruisers mobilizing, Russian Baltic squadron possibly near Saddle Islands, and Roosevelt commending China for neutrality.

President Roosevelt declines to authorize a government inquiry into life insurance companies and the Equitable Life Assurance Society citing lack of constitutional power. In New York, Justice Maddox grants a temporary injunction blocking mutualization of Equitable until the proposed amended charter is filed and enacted.
Colorado Springs police report Hugh Torrance a wealthy Deming New Mexico cattleman was robbed aboard a Colorado and Southern train. He was found with no cash but 25 cents and had a $150 diamond ring and a gold watch and chain taken by unknown thieves.
In Almogordo New Mexico today a district court jury acquitted several railroad strikers charged under the old federal conspiracy law. The men had been striking against the El Paso and Northeastern railroad in El Paso Texas.

Carl B Akley will lead the zoological department team with one assistant, employing many natives as hunters and bearers. They will depart for London then Mombasa East Africa later this summer.
Washington reports a plan to recruit 1,000 Japanese farmers to Texas with 9,800 acres of rice cultivation as a first step. The proposal, relayed by consul Fred D. Fisher, cites Japanese papers. The same dispatch notes April 1905 internal revenue receipts totaling 17,462,291 with a decline from 1904.
