London reports the Tokio correspondent says the line to Vladivostok has been cut, isolating the fortress. St Petersburg notes Linevitch massing forces for a large battle and ordering hospital clears and sanitary trains to front while Togo remains off Mesampho.
General Linevitch reports a Russian detachment east of the railroad reached Shahotogz on May 18, faced a Japanese force from coal mines south of Shahotogz, and moved south May 20. Prince Troubelskoy’s unit repelled Japanese artillery near Changtufu May 17 and advanced May 26. A second Russian detachment traded rifle fire with a large Japanese force at Armagan May 20.
A semi official announcement from St. Petersburg on May 25 states Vice Admiral Hirileff is appointed commander of the Pacific fleet with authority as commander of an independent force.
Circulating in China is word that the Japanese fleet has suffered misfortune with no clear details. The report may trace to Paris and London earlier this month claiming the battleship Mikawa was lost in the Straits of Korea, though no confirmation has come.
Paris May 24 The Tokio correspondent reports Okuma former premier of Japan says Russian squadrons in the China area created disquiet and only shared memories of France Japan ties kept Japan calm. He urges France to define a clear position or risk rising popular pressure. Japan rejects a truce and vows to arbitrate peace in the far east until its aims are secured.
London reports Admiral Gil Cyprian Bridge warns the British navy faces a defect in wartime administration. He says peace time material provision and combat command must remain separate to avoid chaos when war begins.
St. Servan France May 23. All hope is given up for the safety of the three masted sailing vessel Cousins Rountst which left thirty days ago for St Pierre Miquelon off Newfoundland with 120 fishermen aboard. Grief grips the missing crews families as mourning begins.
London May 23 Premier Balfour calmed the House of Commons promising a day for discussion of a vote of censure on ministers over their colonial conference statements. He vowed the debate would proceed with decency and fair play.
Washington May Twenty Three August W Machen already serving two years for postal frauds pleaded guilty to an additional indictment for conspiracy in the purchase of letter carriers satchels and was given another two year sentence. Several other indictments involving similar charges will be used.
Denver dispatch reports the arrest of James Rumsby and James Riggles, alleged leaders of a bounty swindle across Utah Nevada and Wyoming. The gang purportedly shipped South American pelts to claim bounties, swindling Utah of over 100000 dollars. 80 000 pelts were found in a residence. Authorities from Salt Lake County assisted and prepared to transport the men back for case proceedings.
In London on May 23 H L Brailsford and H M McCullough were charged with obtaining passports under false pretenses to aid a Russian revolutionary movement. The case cites deceiving the foreign secretary and notes Brailsford admitted plans to supply passes for peaceful propaganda. Prosecutor Sir Edward Carson spoke for the crown as the matter was adjourned for two weeks. Russian secret service investigates London funds and transmission methods to agitators in Russia.
Nashville Tennessee May 23 A southbound Passenger train No 1 from Cincinnati to New Orleans over the Louisville and Nashville railroad was wrecked today at a bridge over Rutherford Creek near Columbia Tennessee. Eight persons were severely injured and no fatalities reported.
Budapest reports general conditions are satisfactory with wheat promising a good average. The May 23 release notes favorable weather and strong yields for the season ahead.
Warsaw May 23 Since the new policy curbing worship freedoms 26000 people are reported to have left the Russian church across Siedlce and Lublin with censorship preventing discussion. In one village of 680 inhabitants 678 changed faith as Russian authorities tighten control. A manifesto from the Brotherhood of the Holy Virgin denounces Poles and Roman Catholics.
Illinois rail and lumber labor conflicts escalate as 462 lumber drivers walk out and union leaders in Chicago prepare for broader action. Authorities warn of possible militia intervention as rioting risks grow and court orders target strike leaders.
The Merchants' Trust Co of New York was closed by order of the state superintendent after it made about 1.25 million dollars in loans with insufficient value to cover depositors and preserve capital. Receiver Douglas Robinson, brother-in-law of President Roosevelt, was appointed. Loans included about 550 thousand to Hudson Valley Railway and nearly 400 thousand to Rutland Street Mailway and Chittenden Development. Philadelphia May 23 Mayor Weaver dismissed David Smyth and Peter Costello from the safety and public works posts amid a battle against leasing the city gas works to United Gas Improvement for 25 million. He appointed Shepard Potter and A Lincoln Acker interim heads as the fight broadens toward the November elections.
E. J. Smith the San Francisco tax collector pleaded guilty to embezzlement and was sentenced to the maximum ten years in prison. He fled the city in April leaving a forty five thousand pound deficit in his accounts after a 65 000 shortage was found.
Washington May 23 The senate committee on interstate commerce today closed its hearings on the regulation of railroad rates and will devote the rest of the week to considering the report plan and other suggestions to facilitate proceedings when Congress reassembles. Denver May 23 The American Stock Growers Association has engaged T W Tomlinson as secretary and will put him in charge June 1 with headquarters in Denver. Tomlinson is a former traffic manager of the Chicago Live Stock Exchange and an authority on live stock rates.
