Washington May 21 The constitutionalists plan to send a representative to Niagara Falls to confer with South American mediators on the Mexican situation. The envoy will relay Carranza aims without binding the rebels to any mediators plan. Jose Vasconcelos, in Montreal on Carranza’s financial mission, is believed chosen.
Three South American mediators held talks after Washington signalled U S plans to seek a bi party accord with Huerta. W R Fairley and Hywel Davies, appointed strike mediators, toured Colorado mining camps with Colorado Fuel and Iron Co. and Victor-American Fuel officials. They met with strikers and coal operators in Trinidad to assess working conditions. Reports say about seventy workers, mainly Mexicans and Greeks, moved into the Ludlow colony.
Richard Urban, a German-born mining man believed to be an American citizen, was shot and killed by a Mexican bandit at Claborg's camp near Curica Sonora. George Cooper, who was with Urban, escaped unharmed. Cooper notified U S consular agent Charles Montague who planned to report to the State Department.
