Officials from the government and revolutionary forces sign a peace at the Juarez customs house, outlining Diaz and Corral resignations and an interim administration led by La Barra. The pact ends six months of fighting and calls for reconstruction of telegraph and rail lines. Diplomatic figures include Carbajal Vasquez Gomez Madero and Pino Suarez.
An agreement signed tonight provides that revolutionary troops be disbanded proportionately as each state is restored to calm. Francisco I. Madero Jr. will stay several days, then travel to Mexico City after Diaz resigns, with railroad repairs promised within days. Dr Vasquez will depart for San Antonio then Mexico City to consult with Senor de La Barra on governors cabinet and laws.
Agram Gonzales and Manuel Monillo report critical tensions in Sonora and Sinaloa despite an armistice. Telegrams from Hermosillo Nogales Alamos Culican indicate insurrectos and federal troops near open hostilities and restiveness grows. Bonilla demands resignations of governors to avert clashes.
Rebels in the Altar district under Captain Cordova captured and shot a bandit who recently held up an American automobile party. The Southern Pacific now operates trains from Nogales to Hermosillo. Captain J W Furlong US Army arrested Pedro R Torres owner of a Nogales Mexico saloon and two other Mexicans for breach of neutrality laws for crossing the line with guns and ammunition. Torres, an American citizen, was released from Nogales jail three days ago at the request of the American consul.
Nicholas Torres, who led bandits and shouted Viva Madero, was executed by Jose Perez Castro in Aisentos, Aguas Calientes. Castro, a wealthy youth known for cotillions, led pursuit with two accomplices after Torres raid. A brief trial and last rites were provided.
Special Correspondence from Washington May 21 reports the House committee on territories considering two bills: a forum bond issue for Phoenix sewer works and Delegate W H Andrews's bill to exempt irrigation districts from certain territorial laws. Andrews seeks $25,000 more for the Haswell federal building funding, with bids soon to be let, and hopes for possible approval this session. Also noted are bids for 120,000 barrels of cement and inspector general Augustin Moreau’s US visit to study reclamation projects at Elephant Butte and Roosevelt dam sites.
In Lake City Florida on May 21 six Black men held for murder were taken from the jail by a mob masquerading as officers after a bogus telegram purportedly from the Leon County sheriff. The men were shot about a mile from town in a half hour volley. The sheriff’s son facilitated the abduction while the mob claimed to move the prisoners to avert a Tallahassee mob. The incident follows a period of heightened racial tension and a prior arsenal discovery among the prisoners.
A man about 50, possibly from Marysville or Valley View, Mo., was cut in two by a westbound Santa Fe freight in Melrose New Mexico. Witness Redford White, son of the station foreman, says the death may have been a fainting spell or suicide as the train arrived. He had been seen in Clovis and Melrose for days and spoke to no one about his business.
Washington May 21 Postmaster General Hitchcock expands the postal savings plan designating 100 new depositories weekly for a time, up from fifty. Fifty offices were chosen, 23 west of the Mississippi including Yuma Arizona Bresham and Del Rio Texas as new western sites with growing deposits and limited banking facilities.
L. B. Severn, 35, shot himself at his Pasadena residence on May 21. Friends say his despair centered on the loss of his wife and the subsequent removal of their 6-year-old daughter to New York by the family of his late wife.
Thousand insurrectos led by General Orco are reported moving toward Chihuahua with aims to occupy the city to back a peace plan. Villa’s force of 500 follows south along the border railroad as Madero’s troops regroup. reports say peace is likely unless plans fail.
Mexico City reports that General Ambrosio Figueroa led over 1000 rebels into Cuernavaca Morelos proclaiming order maintenance. Colonel Muengiua and under 200 troops evacuated before dawn. no shots fired and civil authority replaced. Diaz's condition showed further improvement while cabinet personnel remained unannounced due to late advices.
General Bernar do Reyes arrives in Havana en route from Europe to Mexico at Diaz's call and remains for further war department orders. He meets Mexican minister and Havana residents while learning of troubling news about his wife in Paris. He accepts U S congratulatory messages on his recent public statement.
In Utica Kansas five Roach girls aged 7 to 16 died in a blaze started when a mother filled a lamp with gasoline by mistake. The father, injured, rescued the youngest, but the others perished as flames swept the stairway. Names: Bessie Leah Ruth Hazel Fern. Burial planned for all in one grave.
D. W. Dodson family of Hebron perished after a Newark division interurban struck their buggy. Mrs Dodson and two daughters aged 7 and 5 died or were fatally injured as the horse bolted across the track. Motorman Bell could not stop in time.
In San Francisco on May 21 the Great Western Power company announced a Big Meadows project in northern California to exceed the Roosevelt dam in capacity. It will store water to irrigate 300 000 acres and support irrigation for Sacramento Valley lands. Eastern stockholders include Edwin Hawley president A W Burchard of General Electric and A B Bedford treasurer and director of Standard Oil.
At San Francisco meeting of the Asiatic Exclusion League C A Trellinoe warned of a large Asiatic migration overrunning the United States. He urged action as he claimed hundreds of millions seek new lands. Tveitmoe was reelected president with Carr as vice president Yoel as secretary and treasurer and a 24 member executive board elected.
Governor Woodrow Wilson of New Jersey began his cross continental return tour tonight leaving Seattle for Minneapolis and St Paul where he is due Wednesday He attended the First Presbyterian church service this morning and spent the rest of the day resting.

In Beggs Oklahoma May 21 two hunters, Henderson the bank bookkeeper and Edward Bright, mistook a quart can of nitroglycerin for muddy water. A gunshot exploded the can, killing Henderson within an hour and seriously injuring Bright who crawled to a nearby farmhouse to report the accident.
A French minister of war was killed in an airplane accident during the Paris to Madrid race start. Premier Monis and his son were seriously injured in the crash.
A monoplane veered from its course during a Paris to Madrid race start at Issy les Moulineaux. It plowed into a ministerial party injuring Minister of War Berteaux and Premier Monis and killing or maiming several aides and spectators. Officials and crowds reacted with alarm as doctors treated the injured.
