Critics attack Britain Irish executions and Mexican policy while Senator Borah assails the national guard as a political force and Senator Lodge with Chairman Stone oppose the regular army size. Secretary Baker says Wilson will sign and begin staff consultations.

Thirty recruits from Tucson reach Douglas for the Arizona national guard camp amid slow local recruitment. Officials note mustering into federal service requires a sixty five man “peace strength” and full physical examinations. Officers from Sisth infantry brigade return from Port Leavenworth and others from the War College in Washington DC are due to join in days.

Boston May 1 approximately 1400 track workers and foremen on the Boston and Maine railroad walked out seeking a wage rise of two cents per hour and a Saturday half holiday. The strike was called by A J Barker and supported by M J Powers international vice presidents with 1090 unaffiliated workers to strike next, threatening a complete halt of the road's maintenance of way and displacing about 2000 more workers.
General Alvaro Obregon minister of war denied reports in Circulation in the United States that he declared confidence President Wilson would not wage war on Mexico. He said he has made no public or private declaration on international relations since leaving El Paso.
In Washington May 17 a Senate executive session moved to reconsider the rejection of George Rubber for the Federal Trade Commission. With Senator Gallinger the leaders of the opposition to Rublee agreed to postpone the vote until Tuesday to allow absentees to return. Rublee’s backers claim defections give a chance for reversal.
An American Franco American flying corps unit reconnoitered German lines at dawn under heavy shellfire for about two hours. Corporal J M McConnell of Carthage NC flew at 12000 feet as German shells burst around him. Lieut William K Thaw of Pittsburgh piloted the damaged craft back to camp. Other volunteers included Sergeant Eliott Cowdin New York Corporal Kiffin Rockwell Atlanta and Sergeant Hall Galveston. Three more flotillas planned from forty volunteers in training.
President Wilson, speaking with congressional callers, praises progress on administration bills and hopes Congress adjours by mid July or August 15 at latest. Key measures urged include the shipping bill, rural credits, Philippine and Puerto Rican bills, tariff commission bill, and a corrupt practices act.
