President Roosevelt denounces recent preference primary elections and Michigan’s tactics to dodge a proper vote. He argues that the people must governs themselves through clear, fair ballot measures and universal participation.
Theodore Roosevelt speaks in St Louis on The Right of the People to Rule, warning against government by a representative minority and privileging outsiders. He argues for true popular rule across national and local levels and criticizes privilege in politics and business. Major Guggenheim counters Roosevelt on Colorado primaries and Taft support.
Lawmakers debate a bill mandating execution of all criminals sentenced to death at the state capital, a session sparked by the Socorro courthouse case. The measure aims to centralize capital punishment proceedings and reduce delays.
The house convened at 10 o clock with Speaker Baca presiding, roll call taken to establish attendance and begin proceedings.
The senate met at 10 with the lieutenant governor presiding. Barth denied friction with minority leaders and urged reading bills before voting. The defense questions the bribery charges as inconsistent and argues Elfego Baca influenced witnesses. They challenge Judge Fall’s role, label the plot as a hoax to entrap four Republican lawmakers, and critique testimony by Joe Sena and Colonel Jaramillo.
San Francisco voters approve a 1.8 million dollar bond for land purchase and municipal buildings in a civic center plan. The election marks the first with women voters, who formed a large presence at the polls. The exposition company pledges a separate 1 million dollar auditorium to be returned to the city after 1915 if land is provided.
Los Angeles March 28. Upon complaint by Mrs Jennie Tufts wife of Gorham Tufts Jr and former widow of A Roe of Fort Worth Texas the county grand jury began an investigation into Tufts alleged mismanagement of his wife s million dollar estate. She charged that more than $100 000 was squandered in promoting unsuccessful enterprises. The Tufts separated three weeks ago after a three year marriage in Fort Worth.

General Tracy Albert and his 1,200 Federals battle overwhelming Liberal forces at Atoantonics near Jiminez Mexico. The fighting lasts hours with heavy losses on both sides as Aubert and his column evade capture, slipping toward Villa Lopez and Villa Lopez area.
