Story reports continued German retreat with tougher Allied resistance. It notes widespread mobilization with many working-age people conscripted by German forces, including women and young girls, to support the war effort.

Albany March 23 The rapid breaking up of western livestock ranges under the new homestead law will keep meat and bread prices high for years. Charles B Wilson state agriculture commissioner told Governor Whitman in a department report on the high cost of living. He said indications point to a prosperous era for farmers and the nation with demand for food products next year potentially greater than last year. The current supply meets immediate needs, so there is no fear of exhaustion.
The Interstate Commerce Commission ruled that the Grand Trunk railway may retain possession and operate its boat lines on the Great Lakes. The decision finds the lines serve public interest and commerce and requires the railway to file tariffs like other common carriers.

London dispatch reports Petrograd town council unanimously agrees to appoint a portion of women to several committees in the city government. The move signals widening participation in municipal affairs during this period.
Report from Tsarskoe-Selo details the internment of Nicholas Romanoff and Empress Alexandra following their arrival in custody. The former emperor, calm and erect, is guarded by four duma commissioners and palace guards as family members and staff are confined under tight surveillance.

Plutarco Elias Calles, with more expected from Nogales garrisons tomorrow. Legalista leaders are reported reactivating and recruiting for field service.
Paris March 23 The French on the northeast side of the St Quentin canal drove the Germans back by one and a quarter to two and a half miles and gained ground on the heights northeast of Tergnier overlooking the Oise valley. Two German attacks near Thil northwest of Rheims were repulsed.
London reports encounters between British patrols and German detachments along the Beauvais to Estreuil line. South of Arras and near the center German counter attacks were driven off and British positions held. British troops advanced in the Croisilles Keoust region southeast of Arras.
President Wilson issues a proclamation removing 40160 acres from Crook National Forest in Arizona. The bulk, 15000 acres, lies near Globe and Miami and is tied to mining locations. An additional 4560 acres are designated as the Cahuro division.
Governor W D Stephens announced a plan to form a state defense council of fifteen to twenty members in Sacramento March 23. The council would coordinate a unified policy should war be declared and he may seek a $509000 appropriation to implement the plan.
Frederick Palmer, a longtime war correspondent, told Army War College leaders that the United States should not deploy troops until it builds a properly sized army. He warned that ten thousand men would not progress much in trench fighting and recommended civilian censorship oversight with military staff. He argued the people must be informed of non sensitive details as they form part of the army.

A destructive storm swept over New Albany Indiana injuring 100 or more and killing between twenty five and fifty people. At least twenty five bodies have been recovered with nine unidentified remains. The disaster felled power lines wrecked homes and halted relief until aid arrived from Louisville and Jeffersonville officials. Hospital capacity was overwhelmed forcing patients into corridors.
Jeffersonville Ind March 23 telephone reports to officers of the Indiana state reformatory said many dead and injured lay in New Albany streets or in ruined buildings. Reformatory officers three miles from New Albany said sixteen bodies found in one dock. Indiana National Guard two companies and a hospital corps unit ordered to New Albany by Governor Goodrich. they are en route.
Washington March 23 The American government plans a full war mobilization after a declared state of war with Germany. A long cabinet meeting outlined a systematic, long term program covering military naval industrial and financial efforts with congress to be addressed by President Wilson.
