Goit moves to kill the measure immediately after council action. House appoints conference committee to draft a new bill following the report from the council.
The Morning Journal reports a heated conference between the council and the House over the appropriation bill. A seven member conference panel failed to reach agreement as riders and political rancor dominated much of the session.
The Morning Journal reports the council approved numerous executive posts this morning. Nominees include Territorial Auditor W. G. Saneigent of Santa Arita and Commissioner of Public Lands Hobart P. Kriven of Tinian, with other appointments to boards and offices across the territory.
Governor Hagerman signed multiple measures including lower salaries for county assessors and treasurers, logging regulation, court term timing, lands in town sites, community lands grants, and exemptions for religious bodies from annual reports. Other actions include transfers of the old Palace to the government and liquor sale restrictions.
Mr. Duncan introduced Council Bill No. 140 this afternoon, referencing Coronado County. President Spiess ruled the bill out of order under a resolution passed yesterday, which bans further county bills from being considered in the council.

The bill also lets shippers sue railroads for delays in delivering cars. HB Paso Texas March 18 L Graver resigns as general manager of the Chihuahua and Pacific to mine in Benora Mexico.
The Santa Fe Morning Journal reports Councilman Dalles aimed to move Torrance county seat from Estancia to Willard. The House defeated the Torrance county bill 13 to 10 with multiple tabling attempts and deferral, ending county division actions for the session.
The Toulon court of inquiry found the March 12 disaster on the battleship dome due to a spontaneous explosion of "B" powder from decomposition and high magazine temperature. The powder is described as very unstable and linked to prior accidents.

A letter from Thaw to J D Lyon may be admitted to show his mind before the Stanford White murder, with Evelyn Nesbit Thaw poised to testify. The prosecution hints at a potential witness arriving tonight as Judge Fitzgerald weighs jury directions and possible Saturday court.
Federal complaints filed in Los Angeles allege Santa Fe and Southern Pacific failed to feed water or rest livestock during transit. Seven Santa Fe counts and two Southern Pacific counts involve Arizona-origin shipments to Los Angeles, dating from 1906 to early 1907, including 54 head of cattle and 27 horses.
San Pranvieco March 13 The prosecution pledges to prosecute ten men tied to city corruption including a trolley deal and supervisor dealings with two telephone companies. Evidence cited spans departments of city government as authorities prepare to present before a grand jury.
