Washington, March 18. The House debated the army bill for ten hours with Speaker Clark endorsing the measure as ample and a national middle course. President Wilson signaled support for general features but avoided detailed commitment as amendments and testing votes loom for Monday.
In Columbus New Mexico on March 18, censorship tightened as sixty Racine factory workers, starving after train travel, surged to a restaurant prompting a military patrol. Arthur English, a longtime assistant United States attorney in the interior department from 1893 to 1887, resigned to resume private practice in New York. Born in 1863, English studied at New York University and pursued Hindu, Greek, Roman, Hebrew, English and American law, as well as medicine and science.
General Gavira tells Associated Press at Juarez headquarters that lack of resistance to US forces crossing the border shows Mexican faith in Carranza. He cites liberal soldiers and citizens who formed the constitutionalist army and asserts Americans misunderstood Mexico’s aspirations for liberty.
Mexico City March 18 The minister of war General Obregon issues a decree declaring all followers of Villa outside the law and subject to arrest or death. The first victim was executed in Hermosillo after capture by locals. Carlos Reza was jailed for trial at Saltillo. Authorities vow intensified pursuit of the raiders.
Incoming reports say Cananea Mexico has added about one hundred police with rifles as unrest grows over a miners strike. Mayor Luis A Garcia orders job search or evacuation for the unemployed, with a Monday deadline. Villa sentiment is watched by Carranza authorities while Cananea’s mines remain in operation.
