A massive report and testimony reveal that Governor Hagerman delivered certain deeds to the Pennsylvania Development Company. These deeds were signed and executed by the preceding administration, highlighting a contested land deal and the scope of official actions.
A long legislative inquiry concludes Governor Hagerman unlawfully delivered deeds for 7000 acres of timber lands to the Pennsylvania Development Company, using the official seal without consent of the land commissioner. It urges legal action to recover funds and void the deeds, noting alleged fraud and improper conduct in the land deal.
The body adopted the report by a bare majority of three after close voting. A later motion to adopt House Resolution No. 1d seeking district attorney action failed 12 to 1 with Mullins absent. Several members listed their names as voting on the report, while abstentions and minority shifts followed, leaving the outcome uncertain without debate.

An altercation erupted in the New Mexico House of Representatives during the reading of a governor investigation report. Mr. Holt of Dona Ana rushed Mr. Hudspeth of Lincoln, others intervened, order was restored, and Holt apologized to the house for his temper. The clash colored the ongoing proceedings and added a comic tone to the session.
A substitute bill for the Rough Rider appropriation measure was brought forward in the council but defeated. The new supply plan would fund all territorial institutions, with the University of New Mexico slated to receive 35000 dollars annually in ready money instead of 20000 and a doubtful bond issue was avoided in the version passed by the house.
The Morning Journal reports the executive council confirmed appointments including Rene Woeteil as superintendent of the penitentiary and Arthur Thresford as territorial librarian. New Mexico boards of health and trustees names were set for terms ending 1909 to 1911, with officials from Santa Fe, San Miguel, Grant, Arriba, Valencia, and other counties.
