The AMR district proposes reparations payments conditional on France withdrawing troops unconditionally. Berlin officials discuss terms as the offer remains under review.
German Socialist leaders reaffirm a demand for unconditional evacuation of Ruhr as a prerequisite to any negotiations on reparations and deliveries in kind. They reject staged or partial withdrawals, arguing occupation would fuel friction and terror and hinder workers and regional stability.
London reports perceptible German weakening and possible direct proposals to France on separations and occupied territories. Downing Street and the British foreign office decline to comment on Berlin moves while negotiations via direct channels were allegedly initiated. The stance remains that Britain will not act as postman or broker for any Franco Belgian proposals.

Moscow March 15 The Associated Press reports continued improvement in Premier Lenine’s condition per a 1 pm bulletin issued in the evening. The note states further general health and speech gains though the illness remains serious and described as apoplectic in prior bulletins.
Burd Cochrain, linked to the so called A spermont empty grave case, is jailed in Fort Worth on the way to the Texas penitentiary. He claims innocence in financial theft from insurance policies and says the fake burial was devised by accomplices. The 1919 burial, wife’s death, and a $10,000 bail are noted in the sensational prosecution.
In El Paso Texas on March 15 authorities recall J Cochrain linked to the 1918 cattle feud in Socorro that left Bruce and Jim Cooper dead. Indicted for murder he fled to Aspermont after bond and supposed wife death. Re-arrested at Sterling City officials considered retrying him in Socorro before his Texas conviction ended pursuit.

In Ottawa on March 15 former President Taft was paid 75000 for services in the Grand Trunk arbitration. George P. Graham, minister of railways, told the house of commons today that the payment was made by Grand Trunk shareholders.
