News from St Petersburg reports a historic Russian defeat in the war with Japan. General Kuropatkin’s retreat announcement prompts fears of surrender, peace talks, and looming internal unrest as the nation grapples with the scale of losses and the possibility of upheaval.
The fate of up to a quarter of a million Russians and 2000 artillery pieces is in doubt as Kuropatkin’s retreat from Liao Yang continues toward Tie Pass. Russian losses mount with 1500 guns by January and many more arriving. Kamimura’s maneuvers threaten encirclement while Kaulbars and Bildeling cover the rear. Diplomacy may follow as Japan keeps pressure after Port Arthur.
Sioux City March 10 A A Ronmade who came from Russia four months ago joined the local Russian colony today received a letter from a member of the Russian revolutionary party stating April 18 in the Russian calendar or May 1 in the American calendar has been set as the opening day for a national revolution.

Washington March 10. The president and cabinet announced a general policy to retain incumbents as long as they perform well, regardless of length of service. The plan applies to all departments and aligns with earlier appointment rules. It allows retirement options for brigadier generals under 40. Some officers near retirement may retire or stay at their current grade.
Washington March 10 Senator Cullom reported favorably on the Santo Domingo treaty in executive session. The Senate will adjourn until Monday and resume discussion then. Also March 10 funeral services were held for Senator William Bates of Tennessee in the Senate chamber.

Cleveland Ohio March 10 Saturday will see the last part of the trial of Mrs Chadwick and the case will probably be given to the jury some time during the afternoon. Judge Taylor said the present case would be finished and all other court business postponed until Monday morning. The day was given to arguments with Haggerty opening and Wing for Mrs Chadwick closing the afternoon. Dawley then will deliver the defense argument followed by Sullivan for the government.
Mountford Wilson states after exhaustive inquiry that Mrs Stanford died from natural causes possibly angina. Investigators ruled out poisoning and bribery theories while questioning household staff. no arrests for Miss Berner or Mrs Hunt in Honolulu.
Denver March 10 Senate submits three questions to the supreme court challenging the legality of Senator Alexanders report on the gubernatorial contest and the joint assembly's authority to reseat Governor Adams. If the court takes jurisdiction it could decide who is governor under the state constitution.
In the vestry room of St. Mary's Catholic church an altar boy hung a censer which toppled and started a fire. The flames were extinguished with help from the sexton and the priest. Damage was only a few hundred dollars.
