President Wilson says he may lack power to arm ships and meet the German menace without Congress. He calls for a special Senate session to revise rules that allow a small minority to block action and warns the country faces disaster unless the chamber acts.
Theodore Roosevelt refused to debate William J Bryan on national preparedness in New York after Bryan reportedly accepted the invitation. Roosevelt said debating with Bryan would resemble debating non-debatable subjects and cited extreme examples to illustrate the point.
Swiss dispatch quotes the Balkan Press agency saying Bulgaria will present a note to the United States backing Germany in its unrestricted submarine campaign and declaring American hostility toward Germany also directed at Bulgaria. The Bulgarian minister in Washington will be instructed to demand his passports.
For twenty four hours ending at 6 p.m. yesterday the maximum temperature was 41 degrees, minimum 30, range 11. The 6 p.m. reading was 23 degrees with a north wind and clear conditions.
Athens reports that seventy Greek merchant ships were lost at sea during 1916 due to war actions and accidents. Three ships were sunk near Keratsina by suspected submarine torpedoes, while a French inquiry confirmed submarine attack. The report notes many losses lack determined causes. A Greek church encyclical asks priests to include a peace prayer in masses.
Washington reports that only the revenue bill and Porto Rico civil government measure cleared the administration program. Detroit March 4 five firemen were killed and three injured in a warehouse fire that swept two five story business buildings on Woodward Avenue in the downtown district. The blaze broke out early today and firefighters battled the flames as the casualties mounted.
Establishment of a Mexican financial agency in New York under the department of finance is ordered by Gener Carranza. It will serve as the general financial agent for the Mexican government and operate soon.
Washington March 4 A hoax disrupted the final hours of Congress as Mrs George W Edmonds posed as Miss Jeannette Rankin of Montana to greet crowds and fake a first speech in the next house. Representative Britten staged the ruse with Gallivan guiding the reveal.
One Villa faction claims Villa has died of pneumonia near San Andres while another faction disputes the report and says Villa remains active. Carranza troops northern front reportedly pause offensive as authorities suspect a smuggling scheme linked to the rumor.
Breslau authorities in defiance of much of Germany appoint and train local women as supervisors of public morals. Dozens have volunteered to patrol streets and squares and monitor youths congregating there to enforce behavior rules.
Twelve senators led by La Follette block President Wilson’s armed neutrality bill in the Senate. The session ends with Hitchcock and La Follette clashing as the measure dies with the era’s end, while a manifesto vows majority support.
