Washington March 1 Lieutenant Arthur H Freshwater of the 16th infantry has been dropped from the rolls by direction of the president for desertion after three months absent without leave from Port Bliss Texas. Charges of embezzlement and financial irregularities were preferred before he disappeared into Mexico. Freshwater previously served as an enlisted man in the 6th Cavalry, then 12th Infantry, and was promoted to first lieutenant in the 29th Infantry on September 28, 1893.
