Juarez opened to trade as customs duties are cut by fifty percent to spur business with the United States. The move aims to ease tensions and encourage cross-border commerce despite ongoing insurgent activity in the region.
The Juarez paper blockade collapses with clothing and groceries slipping through. Rebels cut import duties by half to fund attacks on Chihuahua and Moxico while planning train repairs and troop movements. Oilier figures, including Juan Terrazas and Emilio Vasquez Gomez supporters, urged contributions and rallied crowds in Juarez as rumors of Villa forces near Guadaloupe stirred action.
Paris February 29 Francisco de la Barra former president of Mexico arrived from Switzerland and declined the post of ambassador to France He plans to return to Mexico around March 1 He spoke on political conditions saying the government should rule with an iron hand and requested restraint from the army while supporting order.
At a merchants meeting in Arua Prieta Sonora and Hermosillo traders urge President Madero to permit temporary secession of Sonora to govern itself while disturbances are settled. They claim Sonora’s people are peaceful and of a higher type than neighboring residents.

Marfa Texas February 29 The first skirmish of the rebel advance on Ojinaga took place today at San Antonio Mexico several miles south of the border. The rebel advance guard was defeated but when main forces led by Braulio Hernandez and Emiliano Ramirez arrived eighty five rurales and volunteers retreated to Ojinaga. Several reported killed and three wounded rurales were brought to an American bank on the Rio Grande.
Army officers at Fort Sam Houston received official reports predicting Mata Moras in Tamaulipas across the border from Brownsville will fall to Mexican revolutionists within two to three days. The news follows prior band incursions and reports of revolutionary activity near Piedras Negras opposite Eagle Pass.

The frozen body of an unknown man was found yesterday in Carrizzo canyon near Wagon Mound, north of Las Vegas. He sat upright in a wagon with two frozen horses hitched. Believed to have died Saturday night during a storm while seeking shelter.
