President Wilken Delays Note to Germany on Maritime Rules

Washington June 5 President Wilken with cabinet approval prepared a note urging adherence to international law in maritime warfare. It was virtually finished but not cabled as officials expected. Condemnation of Norway building liquor sales at exposition

San Francisco June 5. The Norwegian Evangelical Lutheran church of America passed unanimous resolutions condemning the management of the Norway building at the Panama Pacific exposition for permitting the sale of intoxicants. The action was adopted during the closing business session.

Porter Charlton Found Mentally Responsible in 1916 Murder

Porter Charlton, the American accused of murdering his wife at their villa in Wine Camp Italy in June 1916, was ruled mentally responsible at the time of her death. Professor Maggiotte, who examined Charlton, delivered the opinion. The trial is set to open next month. Charlton has written an autobiography and a defense document to present in court.

Supplemental brief filed in Riggs Bank case

Washington June 5 A supplemental brief in the Riggs bank suit against Secretary McAdoo and Comptroller Williams was filed by AAG Warren supporting the government claim that the comptroller may penalize national banks for refusing to submit special reports. Submarine sinks Penfeld after torpedo attack near Brest

A Brest dispatch reports the French steamship Penfeld torpedoed by a German submarine about noon fifty miles off Oussant.
