Kharkov dispatch reports 40,000 workers at Yusovka, Russia's south smelting center, arming under former officers to form a disciplined legion of 1,000. The movement threatens authorities as Russian troops are frayed and divisions grow amid talk of a republic proclamation this autumn.
In St Petersburg on July 27 the lower house’s revolutionary groups fail to form a provisional government as constitutional democrats resist compromise. Naboukeff's wing signals loyalty to the minister and open revolution. Polish socialist, Lettish socialist, Jewish Bund, and Zionist socialist reps join revolutionary talks and to sign manifestos with regular Russian bodies.

In Birmingham on July 27 Judge Samuel L. Weaver issued a writ of habeas corpus for John Williams of Cullman just hours before his slated execution for murdering State Senator R. H. Hipp. Williams, convicted in Cullman County, was brought to Jefferson County for safekeeping amid debates over the court’s authority to issue the writ. The hearing was adjourned to tomorrow as Governor Jenks granted a brief respite.
In Polk county near Fort Gardner last night a mob of 200 hanged John Black and William Reach two Black men accused of killing white turpentine operator Ba Granger. Sheriff Wiggins and three deputies were stopped and the prisoners were hanged to a nearby tree and then shot. The mob dispersed and the bodies were found this morning.
Susie Wagner, former Hartje maid, testified in the Hartje divorce suit in Pittsburg and revealed a third letter from Mrs Mary Scott Hartje to her while in Germany. Evidence now suggests exhibit No 6 may be a forged replica. Wagner said she gave a second letter to E G Hartje in New York. To protect Mrs Hartje from rowdies, three detectives were stationed on the street today as the hearing adjourned until next week with expected completion in a few days.

In Wheeling and nearby regions a conference of miners and operators within the fifth Ohio sub district reached a four month strike settlement affecting 8,000 miners. By next Monday every mine in the district is to resume work though 4,000 Ohio miners in Stark Tuscarawas remain on strike. The settlement is a compromise ending widespread labor action.

Eureka California July 27 James K Boone prominent El Paso Texas attorney and former sheriff died after ptomaine poisoning. Boone and wife ate canned sausage in Dyersville before arriving in Eureka and Boone fell ill. autopsy confirms poisoning. Body to be shipped to El Paso.
In New York on July 27 two bombs filled with stone fragments were hurled from an elevated structure into a crowd outside Teatonia Hall where plumbers and gas fitters prepared to meet. Eight people suffered cuts and abrasions. unions No 180 and No 2 were amid merger talks, with No 308 members aloft and a halt to negotiations.
A federal grand jury will convene in Chicago on August 6 to hear testimony on Standard Oil Company transport practices. The decision followed an all day conference among government lawyers and Judge Landis. New evidence prompted the shift from an information to a grand jury investigation.

Calvin Like and James Jamison faced Justice C. M. Bayne in Raton on July 27 on charges of stealing two horses valued at fifty dollars each from Fayette Gillespie. They were discharged but immediately rearrested by Sheriff Marion Littrell on the same charges, bonded at five hundred dollars each for August 4, with horses later recovered. jurisdiction questions arose as to whether the theft occurred in Colfax county.
Heavy freight trains collide on a steep Santa Fe line near Flagstaff Arizona. The engineer is killed instantly in the wreck, with damage and disruption reported along the mountainous route. Local authorities investigate the crash scene.

Total cost trimmed to 12 6 million by reducing smaller vessels. Armament planned includes ten 12 inch guns five submerged torpedo tubes with gun placements along the center line and sides enabling flexible fire.
