He allegedly confessed stealing bonds deposited as security since 1911 to cover personal loans from lumber losses. Bonds missing total 14500. His daughter’s hastened wedding followed the news.
Gen. Venustiano Carranza is recognized as first chief of the constitutionalist revolution with Gen. Francisco Villa subordinate to him. The agreement eases supply for Villa’s northern division and orders brigades north toward Chihuahua to let horses and troops recuperate. Villa hopes the conference benefits Mexico and vows to honor the compact while denying personal attacks.
In Torreon a settlement between Carranza and Villa factions was reported aided by Washington pressure. Villa agrees to return 5,000,000 pesos in fiat plus 40,000 in gold seized at Juarez. Alberto Pani to receive funds within days as Lazaro de la Garza carries out orders. Santiago Winfield turns himself in on embezzlement charges.

Emilio Rabasa, chairman of the Mexican delegation, says the recent Huerta controlled elections in parts of Mexico will not affect the Niagara Falls conference agreement. He notes the provisional president cannot be elected under Mexican law and that a Huerta victory would be declared null and void if counts show Huerta elected.

New Orleans reports a second bubonic plague death and a new infection focus three miles from the first. John Jackson a 9 year old black boy died July 2 from the plague per Assistant Surgeon Charles Williams of the U S Public Health Service. Swedish sailor Charles Lundens was the first victim and W W Wilkinson, isolated ten days ago, is recovering. No other cases reported.
Francisco Urquidi a Washington agent of the constitutionalists left here for Saltillo today summoned by General Carranza. Jose Madero and Mrs Gustavo Madero and their families with Vivian Villareal formerly sovereign of Nuevo Leon arrived last night from Monterey and left today for New York.
