The International Law Section of the Scientific Congress heartily approves the Pan American doctrine aimed at unifying Western Republics. Leaders cheer the effort to strengthen cooperation and regional solidarity across the Americas.
Washington reports that the Pan American Scientific congress international law section approved Wilsonian references to the Monroe doctrine and Pan Americanism as a true definition of policy. A paper by Prof. L S Rowe urged an alliance of American nations to protect neutral rights. The German armed steamer Kingani surrendered on December 26 to a Sint Sh naval expedition on Lake Tanganyika in Central Africa. The official statement says the action lasted ten minutes with all German officers killed. the steamer was in sinking condition but was brought into port.
