Washington dispatch reports that after noon tomorrow the railroads will be under Director General McAdoo and a new pooling system will coordinate traffic, equipment, terminals and trackage while retaining current officers. He will convene railroad presidents, organize expert advisers, and seek swift reforms to speed freight, with Congress to draft related legislation.
