Reports from London dated December 22 say Russian peace delegates return to Petrograd to report at Smolny Institute with no reason given for recall and no news on terms. Ukraine’s rada rejects Bolshevik finances while civil war threats loom. Cossacks move toward Samara and Orenburg as Odessa stays under rada control and martial law is set in Moscow.

A Brest-Litovsk dispatch reports peace negotiations began in the afternoon with delegates from Germany Austro Hungary Bulgaria Turkey Russia and others. Rome dispatch from general headquarters notes three Italian raids on enemy poets with six attempted raids on Italian lines. Artillery actions on the Piave plain described as of moderate intensity.
Paris December 25. The war office reports patrol activity between the Oise and the Aisne with German raids repulsed near Juvincourt and prisoners taken north of Courcy Bezonvaux. Lorraine reconnoiters seize a few Germans near Limy. December 11-20 saw fourteen German aircraft shot down by Allied pilots and three forced to land inside their lines, plus three enemy planes downed by our special guns.
Five bombs dropped on Goes in Zeeland cause damage to several houses and seriously injure a man. Zeeland is a Dutch province.
Claus Spreckels, head of the Federal Sugar Refining Co and noted sugar expert, told a Washington senate committee he promised the food administration to pay a fixed price for raw sugar. He said foreign agents offered higher prices and diverted supply abroad, and that he would reopen his refinery if sugar became available.
In Petrograd on December 22 Trotzky, Bolshevik foreign minister, read documents alleging American agents aided General Kaledines. He cited a letter from David R. Francis requesting free train passage and said Ambassador Francis must explain his role. He warned officials that revelations would reach all ambassadors.
Forecast for New Mexico calls for Monday and Tuesday partly cloudy with a much colder shift in the eastern portion by Monday night or Tuesday as Denver area noted.
The American Red Cross mission in Russia offered to explain Kolpashnikoff arrest to Bolshevik leader Trotzky, who refused unless the envoy spoke for the embassy. Ambassador Francis states the embassy and Red Cross are not involved in counter revolutionary activities and that Kolpushnikoff received no embassy funds.
General Pershing announced the death of four U S soldiers on December 7 to December 20. Two drowned after a tramssport incident at sea, Corporal Samuel H Kehe Shenandoah Pennsylvania and Private William F Smith engineers Chicago. Two died of gunshot wounds Sergeant Grover Goodall headquarters train December 1 Sharon Pennsylvania and Corporal William Faunt Leroy stevedore regiment December 20 Kingsdale Virginia.
Vienna foreign minister Count Czernin and staff arrive in Hrest Litovek Thursday, meeting Nusetan peace delegates at a friendly dinner. Talks to begin early this week with German Turkish and Bulgarian delegations yet to arrive. discussions not binding.
Ottawa reports a landslide majority against conscription in Australia with 998,000 opposed and 764,090 in favor. Comette returns show 174,900 more votes against conscription. Troop ballots are still counting in London.
Rear Admiral Bradley A. Fiske argues in a public letter that air planes can strike Germany’s naval strength by torpedo plane and air bomb attacks.
