Washington reports detail the federal trade commission inquiry into Armour interests in Chicago stock yards and related companies. Francis J. Heney accuses Armour & Co of manipulating markets to control meat supply and profits, citing assets, subsidies, and misrepresented bond values amid broader packer influence.

Henry Podge Estabrook a noted attorney and former Western Union solicitor collapsed in a Tarrytown movie theater and died. The Republican campaign figure was once mentioned for the 1916 presidential nomination and carried Nebraska’s first ballot vote. He had lived with his brother-in-law Col Robert C. Clowery, ex Western Union president.
Armour sought to swap Junction stock for bonds at two for one then sell for a profit around $117,000. He owned 6,500 Junction shares and later records show his packers investment at $77,000 with about $77,000 yearly dividends. He also borrowed $200,000 of a $1 million loan from the Maine corporation and obtained 15,520 shares valued at $1,552,000 in a company capitalized at $8,000,000. Prince is cited as another large stockholder in Chicago Stock Yards. the plan proposed giving $4,406,000 in stock to the packers in place of rebates and bonuses. Further proof on other packers receiving stock, notably Swift and Morris, was not found and will be pursued in later hearings.
Paris decree abolishes parliamentary immunity for former Premier Joseph Vaillanx amid treason accusations tied to dealings with the enemy. The chamber also adopted a similar immunity removal for Deputy Louis Loustalot, voting 417 to 2.
Meager Petrograd reports show a split within the peasants congress over powers between a Constituent Assembly and soldiers and workmen delegates. El Paso December 22. Charles T. Feige a suspected German spy was killed by a United States army patrol as he tried to cross the Rio Grande into Mexico. He carried plans and drawings of military camps and fortifications and a camera. Feige had warned to stay away from the river front and attempted to cross after being told to obtain a passport.
The Italian war office reports recapture of ground in the Monte Asolone region as Austrian German efforts to widen the wedge near Monte Grappa are balked. Elsewhere, fighting is limited with lower activity on the French front and in Upper Alsace. In Russia, Ukraine movement gains threaten Bolshevik control as Brest-Litovsk talks wobble. The British lose the steamer Stephen Furness to a German submarine and a Krupp plant fire at Essen causes limited damage.
El Paso may be selected as the location for a Dallas federal reserve bank branch. Judge W R Rameney, chairman of the eleventh federal district board, announced he would recommend establishing a Dallas reserve bank branch in El Paso.
